Unable To Set The Activation State To True For The Application "usermessagingdriver-email" due to bad UMS_ORACLE_HOME setting (Doc ID 2799236.1)

Symptoms

On : 12.2.1.3.0 version, OSB Web Console Design, Admin

Unable to set the activation state to true for the application "usermessagingdriver-email"

We have a Oracle OSB 12c Cluster and one node doesn't start the usermessagingdriver-email service (OSB1). The another node (OSB2) is working fine.
 
We are getting this error when try to start the messaging service:
