"WSM-00015 : The User Name Is Missing" Message When Attempting to Use OWSM Authentication Policy (Doc ID 2799251.1)

Symptoms

The following error is being seen in an environment when attempting to use a OWSM Authentication Client policy with an OSB service:

<Error> <oracle.wsm.resources.security> <WSM-00316> <The CSF key "<my.credential>" is reserved and can not be used for username credentials. Ensure that the reserved CSF key [<my.credential>] is not used.>
<Error> <oracle.osb.security.api.security> <OSB-387024> <An error occurred during web service security outbound request processing [error-code: SecurityHeaderMarshallingError, message-id: <ID>, service: <SERVICE NAME>, operation: <OPERATION>]

Caused By: oracle.wsm.security.SecurityException: WSM-00015 : The user name is missing.

A similar error occurs when the credential created is used in a SOA Composite as well.
