BPM Workspace is not loaded after a server restart. (Doc ID 2799447.1)

Symptoms

After a server startup the BPM workspace application is not loading.  Several errors are printed in the logs including

Caused By: oracle.bpel.services.workflow.client.WorkflowServiceClientException: javax.naming.NameNotFoundException: Unable to resolve 'UserMetadataService'. Resolved ''; remaining name 'UserMetadataService'

and other errors suggesting that the workspace cannot reach some services.
