Intermittent Error "TNS-04610: No Literals Left, Reached End Of NV Pair" With An Application Under Stress Load (Doc ID 2799530.1)

Symptoms

When using OPENSHIFT Version 4.6.19,  Java 15.0.2, and JDBC 18.3.0.0 system with an application that accesses an 18c Oracle database,
under stress tests report the next error during connection:

Message: TNS-04610: No literals left, reached end of NV pair
