OAuth Redirect URL With Special Characters not working from April BP (Doc ID 2800318.1)

Symptoms

OAuth Redirect URL having Special Characters was working with ESAPI file changes before April BP but broke in April BP

After the April BP update OAM is not allowing to add redirect URL's with special characters.

Invalid input. Please conform to regex ^[a-zA-Z0-9()\-=\*\.\?;,+\/:&_ ]*$ with a maximum length of 5000
