Unable to Start Managed Server From Host2 (Doc ID 2801270.1)

Symptoms

Unable to start a newly managed server on Host2.

In WebLogic 14c configured two nodes with server configuration as below. And the managed server was failed to start on the Host2 machine with the below error.

Host1 Machine: Admin Server and Managed Server 01
Host2 Machine: Managed Server 02

Error:

Already placed plain text values in NodeManager "boot.properties" file and tried to start the managed server, but it does not help.
