Symptoms

Unable to start AdminServer after upgrading from 11g to 12c.

When trying to start the AdminServer with startWeblogic.cmd or with a WLST script via the node manager the output sits indefinitely, showing no progress, and no error.

When getting a set of thread dumps after the last message is posted in the stdout, the main suspect is this thread trying to contact the NM from the AdminServer:
