Coherence Extend Proxy Coherence Cluster Cache Service Thread Pool does not spawn causing Proxy Servers are with zero idle threads (Doc ID 2802823.1)

Symptoms

The issue that has been reported during the high load is that there were zero idle threads on proxy but zero busy threads in the cache servers, the user was unable to identify what causes them, and the user needs help in order to identify the root cause and fix it. For example, in a production environment, the user has enabled coherence reports and has Oracle EM Cloud Control 13.4, and what is seen is that on some periods coherence proxies run out of idle threads, without having many of the daemon threads of the cache services in use. Hence, it is not an issue with the cache schemes, which could cause the proxy threads to hang. The user had also checked that there are no communication problems, but one of the proxy servers are with pending tasks, but without having overused the threads in the coherence cache services, the user is not clear where the problem could be, because if threads are free in the cache schemes, should not have pending tasks in the proxy servers. The suspect is that there could be a bug in the code that threads in the cache servers are not increased to the load/demand on the proxy servers from extend*proxy clients.
