Symptoms


Managed servers running in MSI mode (Managed Server Independence) are slow to start.

Deployed WebLogic applications take a long time (one hour) to start up if the WebLogic Admin Server is not running.

When the AdminServer is up and running the managed servers complete startup in 10 mins.
