Forms WebUtil Fails to Work, java.security.AccessControlException Error in Java Console (Doc ID 280376.1)

Symptoms

Using WebUtil (Production Version 1.0.5 or 1.0.6) in conjunction with Forms 10g Release 2 (10.1.2), the WebUtil code in the form fails to run.

Errors appear in the Java Console e.g.
