Symptoms
Unable to create user in OIM via Identity Self Service/Manage/Users/Create User tab.
We are getting below error when trying to create user in Identity Self Service Console/Manage/Users.
Confirmed that the user does not exist in OIM within Identity Self Service/Manage/Users or in the USR table within the <OIM_Schema> in the Database.
