The WLS Process can not Create/Modify Files Under the Temp Directory

Symptoms
The Java process requires to have full permissions over the temp directory (/tmp by default for Unix-based environments). Failing this requirement will prevent that some components work as expected.
Here are 2 examples of situations where even when the temp folder had full permissions (777) and enough space in disk, the Java process was unable to create files.
1- the server was unable to startup due to the OPSS couldn't create temporary files throwing this exception:
The failing org.apache.axis2.deployment.util.TempFileManager.recursiveDelete method is trying to remove files from the temp folder.
