OPatch 13.9.4.2.x Runs Very Slow

Symptoms
OPatch 13.9.4.2.4 runs very slow.
When using OPatch on one of your machines, it's taking a very long time. (even when simply running opatch -help).
Opatch version is 13.9.4.2.4
The issue was discovered while updating OPatch.
The same issue is not noticed on an identical machine.
Notice below, it takes 13 minutes to run opatch -help;
real 13m31.748s
user 0m23.461s
sys 0m59.070s
JDK version 1.8_261 (same issue if we switch to JDK 1.8_251)
WebLogic runs fine. Only OPatch seems to be experiencing the issue.
