Fusion Middleware Control Issues Message - Could Not Connect To WSM-PM - After Domain Upgrade (Doc ID 2807249.1)

Symptoms

A domain has been upgraded from 12.2.1.3 to 12.2.1.4.

When using the Fusion Middleware console after the upgrade, there is an issue when opening a composite policy.  A blank page appears rather than the policy settings. 

Also, when attempting to get the list of policies from the WebLogic Domain >> Web Services menu, the following error is being seen:
