"Work Context Propagation Enabled" Doesn't Work (Doc ID 2807415.1)

Symptoms

 "Work Context Propagation Enabled" in WLS Console and MBean and online help exists. the checkbox of "Work Context Propagation Enabled" is in <DOMAIN_NAME> => Configuration => Web Applications on WLS console. but it doesn't seem to works.

Create a SOAP application to handle programatic WorkContext, then create a Servlet for propagating a WorkContext to above SOAP and deploy it. Access the Servet to Check the propagetion behavior between the servlet and the SOAP application. The propagetion hebavior doesn't change whether "Work Context Propagation Enabled" is checked or not.
