Symptoms
The error ldap_add: Insufficient access is displayed while attempting to add new Net Service / TNSnames / servicename entries in Oracle Internet Directory (OID) from the command line with an ldif file:
ldapadd -h <HOSTNAME> -p <OID_NON_SSL_PORT -D cn=<USERNAME> -q -f <Path_to_ldif_file>
adding new entry cn=<TNSentry>,cn=OracleContext,dc=<COMPANY>,dc=com
ldap_add: Insufficient access
