Cannot Load or Remove a WebCenter Content Server Custom Component After WebCenter Content Upgrade (Doc ID 2808052.1)

Symptoms

We just upgraded from WebCenter 11.1.1.9 to 12.2.1.4. Prior to upgrading the content server, we checked and disabled components that were deprecated.  After the upgrade, we are now seeing errors in the WCC logging:

Unable to uninstall the component. Unable to find the component build file or manifest file
