Upgrade of the Maven Version Used by JDeveloper IDE (Doc ID 2808389.1)

Goal

In an ADF project using Maven, it is noticed the version which comes with JDeveloper 12c (12.2.1.4) is Maven 3.2.3.
As some of its components have been upgraded and there are newer versions available, it would be advisable to upgrade to at least Maven 3.5.4 or latest 3.8.2.
