Symptoms



Unique constraint on SystemUserAttr table when running DataDiff.

STEPS:
1) Upgraded from 11g to 12c
2) Modified user's attributes (e.g. email) in 11g
3) Ran DataDiff

Observed behavior:
- DataDiff Fails with Unique Constraint on SystemUserAttr

the upgrade log has the following error:
