Unable to Start Admin Server with Error "The IdentityAsserter ActiveTypes attribute was set to an illegal value." Post 12214 Upgrade. (Doc ID 2809998.1)

When attempting to start Admin server the following error occurs.

1. Upgraded the schema from 11.1.1.7-->11.1.1.9-->12.2.2.4

2. SOA and Webceneter was upgraded from 11.1.1.7 to 11.1.1.9.(All servers came to running mode)

3. For 12.2.1.4 upgrade , ran ./reconfig.sh and then trying to start the Admin Server.
