Symptoms

OTD Admin/EM Console Frequently freezes when applying and activating the new updates to OTD configurations .
A number of "Stuck Thread" errors appear in the Weblogic AdminServer log for the domain managing this OTD Configurations/deployment. While these threads are stuck, OTD EM console is unusable. After many minutes/hours, the stuck threads clear and OTD EM console becomes responsive.
