When Trying To View The Images In Imaging Basic Viewer, Getting Error For Each Document

Symptoms
When opening an image in the Basic Viewer of the Imaging Client, the following error is returned:
Document 10.IPM_xxxxxxxxx failed image conversion and cannot be stored in the cache at this time. Please review the server log for details on the cause of the error.
To download and view locally, use the Download menu item from the File menu of the Viewer.

In the Diagnostic logs the following error can be found:
oracle.imaging.RenderingException: There was an error launching the external transformation process: [File location and name of the image Imaging is trying to convert for relocation to the Viewer Cache]
Error : 1 - invalid file ID
How can this be resolved?
