Getting Error "Error Processing validation" When Deleting an APEX Application

Symptoms
When attempting to delete an APEX application, the following error occurs:
ERROR
-----------------------
Error processing validation.
Contact your application administrator.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into APEX as developer.
2. Go to App Builder and select the application you want to delete.
3. Click on "Delete this Application" on the right pane.
4. Click on "Permanently Delete Now".
5. Error message appears.
