Symptoms
The OAM URL to get Oauth Authorization code fails when the redirect URI has a special character "#", it returns a "System Error" page

Steps to Reproduce
- Followed Oracle Access Manager (OAM) Creation Of Oauth Client Via REST API Fails With Regex Errors When Redirect URL Contains The Character "#" (Doc ID 2684415.1)
- Configure Oauth with following 2 URLs in Redirect URI list https://<SAMPLE_FQDN>/#/debug and https://<SAMPLE_FQDN>/debug
