Invoices are not Moving from Mail to WFR WebVerifier (Doc ID 2812698.1)

Symptoms

Batches are not moving from the mailbox to WFR WebVerifier.  One new batch shows up in State 550, instead of 570.

The OCR RTS Instance H_ log file contains the following:
