Setting Time To Live On A Signal Event

Symptoms
The customer wants to set a time to live “TTL” on a signal event. Although the time to live was set to 10000ms, the event is still delivered to the process that is started 2 minutes later.
The TTL was set in the composite on the BPM event in the process that throws the signal (TriggerEvent). They have another process that catches that event (EventTTL).
