Symptoms

Customer was trying to apply a later Stack Patch Bundle (SPB) release over a previous SPB release. 

However the Stack Patch Bundle Automation Tool (SPBAT) utility was failing to apply any of the patches included in the newer SPB.

There were no specific error messages showing the reason for failure. 

All the phases of the SPBAT utility (prestop/downtime/poststart) completed with out throwing any error messages.
