Oracle Access Manager (OAM) Authorization Fails "System error. Please re-try your action..." On The Clone Of An Multi-Data Center Configuration (Doc ID 2814056.1)

Symptoms

When accessing a Federated protected URL, after the Identity Provider (IDP) authentication, the Service Provider(SP) side Authorization is denied and displays :

System error. Please re-try your action. If you continue to get this error, please contact the Administrator.

Steps to Reproduce
1. Configure MDC setup (Primary & Clone)
2. Configure IDP partner & SP Partner profiles
3. Apply OAM 12.2.1.4.210408 (BP06) on both Primary & Clone.
4. Access federated protected URL => After IDP authentication=> The SP side Authorization is denied and displays : Error "System error. Please re-try your action. If you continue to get this error, please contact the Administrator."
