Soa-infra State Is Active But Health Is In Warning Status after upgrade to 12.2.1.4 (Doc ID 2814303.1)

Symptoms

Oracle Fusion Middleware 12c SOA version 12.2.1.4.0 is installed on IBM AIX on POWER Systems (64-bit) 7.1.
After a SOA upgrade from 12.1.3 to 12.2.1.4, in the WebLogic Admin Console the soa-infra application shows the state is "Active" but health is in "Warning" status.
This is happening only in cluster environment, in a single node environment the health of soa-infa is "ok".
