Unable to Connect the Admin Server when using "tadm" Script (Doc ID 2816015.1)

Symptoms

When connecting the Admin Server using "tadm" always fails with following error messages. This issue happens/noticed after giving correct connect details (like host , port , username,  and password)  only in one OTD 11g setup and worked in all other OTD setups.

$ $ORACLE_HOME/bin/tadm --host=<ADMIN_NODE_HOST> --port=<ADMIN_PORT> --user==<ADMIN_LOGIN_USER>
