Reports Builder 12c Fails to Start - Stuck at the Startup Logo (Doc ID 2816332.1)

Symptoms

Attempted to create Reports Tools Component more than once per instructions in Document 2072671.1.

When attempt to start Reports Builder 12c using rwbuilder.bat/.sh, it does not completely start up.  It appears to hang and the screen gets stuck on the startup logo, like this:


It may also produce the following error in the reports.log file.




STEPS
The issue can be reproduced at will with the following steps:

<DOMAIN_HOME>\reports\bin\rwbuilder.bat

Changes

 This is a new installation.
