After Successfully Installing a PSU the WebLogic Windows Services Will Not Start (Doc ID 2816628.1)

Symptoms

The PSU P33412599 was applied without any issue, but then the windows services for AdminServer and Nodemanager do not start, upon attempt to start the windows services the system displays the following pop-up and no other message is logged in the system.
