Blob Vanity URL Corrupts XLSX, DOCX, PPTX Files: Unable to Open File (Doc ID 2817213.1)

Symptoms

When attempting to open .xlsx, .docx, .pptx files that are downloaded via Vanity Blob urls, the files to not correctly, and there is an error indicating it is corrupted:

e.g. for an xlsx file:

"We found a problem with some content in 'TestXLSX.xlsx' do you want us to try to recover as much as we can? If you trust the source of this wokbook, click Yes."
       - If you click Yes, it says "The file is corrupt and cannot be opened."
  - Response headers:
     Content-Disposition: attachment;filename="TestXLSX.xlsx";filename*=UTF-8''TestXLSX.xlsx
     Content-Type: application/vnd.openxmlformats-officedocument.spreadsheetml.sheet
