ORDS 21.2.4 Returns 404 DispatcherNotFoundException For an URL Configured With URL_mapping If Started Before Database Was Up And Never Recovers (Doc ID 2817233.1)

Symptoms

If the Database is down at ORDS startup time, the connection to Schema defined with <url-mapping> is never restored.

However, in a configuration without <url-mapping>, all the connections to Database are recovered.

Issue was reproduced with <dbconnectionType> set as 'basic' or 'customURL'
