Symptoms

If the Database is down at ORDS startup time, the connection to Schema defined with <url-mapping> is never restored.

However, in a configuration without <url-mapping>, all the connections to Database are recovered.

Issue was reproduced with <dbconnectionType> set as 'basic' or 'customURL'
