LOV's In 12.2.1.4 Are Pre-filtered When Open (Doc ID 2818642.1)

Symptoms

LOV's in 12.2.1.4 are pre-filtered when open

In the 12.2.1.4 version of ADF the inputListOfValues component acts differently than in 12.2.1.3.

In 12.2.1.3, if there is a value in the input field and LOV is opened, the LOV will execute the underlying query and show all (unfiltered) results upon opening.
In the same situation in 12.2.1.4, the LOV values will be filtered by the value from the input field.

How can this LOV behavior be reverted to the 12.2.1.3 behavior?
