Getting Error Message - WSM-00254 : The Message Is Expired. (Doc ID 2819457.1)

Symptoms

A composite call is failing with the following error:

WSM-00254: The message is expired. Check the timestamp element in the message

It would seem that the following parameters - "agent.clock.skew" and "agent.expire.time"  need to be set correctly to avoid the error, but there does not appear to be any way to set these values.
