Tuxedo API tpexport() Fails With Error "GP_CAT:1480: Unable to encode RFC1113 encoded string (30/0)"

Symptoms
On Tuxedo 12.2.2, The User was faced with an issue from time to time (approx 1 of 1000 processed messages) tpexport() of valid FML32 buffer fails with TPESYSTEM.
FML32 is processed successfully by other modules. If compose FML from printout then tpexport() works fine also double-checked space for output string (already more than 4/3 of FML32, about 2x of actual content) and seen below errors:
