Process metrics not being generated into BAM (Business Activity Monitoring) after composite deployment (Doc ID 2820406.1)

Symptoms

After deploying a BPM composite the metrics in BAM don't get generated.   The deployment occurred while the BAM server is down.  In the logs the following warning will be seen:
