APEX Application Shows Non-English Characters as Question Marks (?) (Doc ID 2820506.1)

Symptoms

After migrating an APEX application from one database to another, non-English characters display as Question Marks (?)
The APEX application was imported via SQL Plus. On the old environment these characters display correctly.

Some sample characters that display as question marks:
Ñ, Ç, Á, Ä, É, Ë, Í, Ï, Ó, Ö, Ú, Ü

Querying tables with such characters from SQL Plus reproduces the issue.
