ACTUAL BEHAVIOR

Applying a WebCenter Portal patch hangs with the following messages:

Additional testing found that opatch failed with any patch and also running opatch lspatches command.

STEPS
The issue can be reproduced with the following steps:

1. Try to apply a patch using opatch.
    
2. See that opatch hangs.
