Changing Locale To Show Messages In IdcCommand (Doc ID 2820906.1)

Goal

IdcCommand works based on OS's locale and show the output in accordance with the locale

However, now I would like the command to output messages in different locale.
(For example, show command output in English when running IdcCommand on Japanese OS, to avoid garbled characters in command prompt)

How can I change the locale ?
