After upgrading APEX, APEX record Is not visible in DBA registry table (Doc ID 2821083.1)

Symptoms

On : APEX 21.2 version, Administration

When attempting to upgrade APEXfrom 20.2 to 21.2,
the following error occurs.

ORA-02292: integrity constraint (SYS.REGISTRY_PROGRESS_FK) violated - child
record found
ORA-06512: at "SYS.DBMS_REGISTRY", line 299
ORA-06512: at "APEX_210200.WWV_INSTALL_API", line 603
ORA-06512: at line 12


STEPS

The issue can be reproduced at will with the following steps:
1. Upgrade APEX 20.2 on invalid status to 21.2


Changes

 Upgraded APEX from 20.x to 21.2
