Error in FA system: Error- HRC-1035375A Connection To The Webcontent Server Couldn't Be Established (Doc ID 2821166.1)

Goal

The content server is showing an error when we import a file in the data exchange as well as file import/export tab:

Error- HRC-1035375A Connection To The Webcontent Server Couldn't Be Established


Also the account type is not showing up when we import file in File import/Export.  The list of values (LOV) is blank.

The content server UI is accessible:  https://<POD>.fa.<DATA_CENTER>.oracleclould.com/cs

The front end fusion application can not access the content server.
