Symptoms

ACTUAL BEHAVIOR
---------------
There is a delay in processing Resequencer messages in a newly upgraded SOA/WebLogic (12.2.1.3 to 12.2.1.4). One Node in a Cluster gets more Mediator Resequencer groups assigned for processing where as other nodes in the cluster are not being assigned much to process.


EXPECTED BEHAVIOR
-----------------------
The workload should be evenly distributed across all nodes in the cluster.
