EUS users unable to login into new 12.2.0.1 Database, getting ORA-28045 error (Doc ID 2821986.1)

Symptoms

A new RHEL7 RAC environment was created, and an existent database was migrated to the new environment, all the .ora files were copied from old environment and now the users are not able to login into new database.

Environment is set to use SSL to communicate to OUD, sqlnet.ora file has the entry "WALLET_LOCATION=..."
