Need to apply the 32417037 patch for Oracle SOA Suite 12.2.1.3 (Doc ID 2822211.1)

Goal

The customer had patch 27256663 installed, which contains 25215523 and 26333632 bugs to solve a Json parsing issue. When trying to install the latest bundle patch (32944190), the previous one (27256663) was in conflict. So the customer then proceeded to try and apply the 32417037 patch.

Why is patch 32417037 password protected and how can the customer have a patch to solve both 25215523 and 26333632 bugs?
