OID12c - ODSM Connection to OID SSL Port Fails with "SSL connection failed" (Doc ID 2822799.1)

Symptoms

When attempting to connect at SSL port the following error occurs "SSL connection failed".

The Weblogic diagnostic logs shows :

Due to this issue, users cannot access ODSM in SSL mode
