Unable To Do Virtual User In OWSM In Weblogic/OSB12c (Doc ID 2823101.1)

We have 2 application domains - One weblogic 12c and another OSB 12c deployed in different servers. An ADF web application (in weblogic 12c) is trying to call a proxy service in OSB 12c which is protected by OWSM policy oracle/wss11_saml20_token_with_message_protection_service_policy.

The logged in user appears to be correctly passed on to the OSB service but, it fails on this error below. If we add the user "mdmadmin" to the OSB domain security realm, it works fine though. But, In 11g it works fine as it is a virtual user setup (trust based).
