DIP fails with the error "Unable to locate the DIP Sync profile mbean - :oracle.idm.integration.sync.config:*" (Doc ID 2823343.1)

Symptoms

After installing and configuring the DIP server, go to Identity and Access Management in EM and right click on DIP and select administration and properties.

See the below error.

Data initialization failed. Please see EM server logs for more information.

Test connection fails with the below errors.

The connection test could not be performed.

dipstatus command shows the below results.

$ORACLE_HOME/bin/dipStatus -h <HOSTNAME> -p <wls port> -D <weblogic user>

Connection parameters initialized.
Connecting at <HOSTNAME>:<WLSPORT> , with userid "<weblogic user>"..
Connected successfully.

ODIP Application is down at this host and port.
