Unresolved webapp library references errors due to incorrectly deployed shared libraries (Doc ID 2825511.1)

Symptoms


After upgrading from 11.1.1.9 to 12.2.1.4 the BPMComposer application or the BPM Workspace fails to start. When starting the managed server the following error messge occurs:

weblogic.application.ModuleException: Error: Unresolved Webapp Library references for "WebAppModule(BPMComposer:/bpm/composer)", defined in weblogic.xml [Extension-Name: oracle.soa.rules_dict_dc.webapp, Specification-Version: 11.1.1, exact-match: false]
  at weblogic.servlet.internal.WebAppModule.mergeWebAppLibraries(WebAppModule.java:557)
  at weblogic.servlet.internal.WebAppModule.processWebAppLibraries(WebAppModule.java:481)
  at weblogic.servlet.internal.WebAppModule.init(WebAppModule.java:284)
  at weblogic.servlet.internal.WebAppModule.init(WebAppModule.java:718)
  at weblogic.application.internal.flow.ScopedModuleDriver.init(ScopedModuleDriver.java:162)

But the library is deployed.  This error could also occur for various other applications.
